Missouri’s Budget

The state of Missouri produces information about the state budget, some prospective and some retrospective, but all intended to provide the public with information about the expenditures of the state. Links to the major documents are provided below. In addition, the General Assembly posts the appropriations bills on line beginning with HB 1 in even numbered years and HB 1001 or HB 2001 in odd numbered years. The purpose of each bill is included in the title of the bill.

Governor’s Proposed Budget - Presents the Governor’s proposed budget along with an explanation of what is proposed. http://oa.mo.gov/bp/execbudgets.htm

The Comprehensive Annual Fiscal Report – This is an accounting report published annually by the Division of Accounting, Office of Administration. http://oa.mo.gov/acct/cafr.htm

Tax Expenditure Report, University of Missouri, Missouri Economic and Policy Analysis Center (2009). Presents data on revenues not collected by the state as a result of policy choices made by the General Assembly. http://oa.mo.gov/bp/taxexpendreport.htm

Appropriations Activity Reports – An accounting document that summarizes the appropriations and expenditures for each state department, prepared after the close of the fiscal year. http://oa.mo.gov/acct/aareports.htm

Review of Article X, Sections 16-24 of the Constitution of Missouri, published annually by the Missouri State Auditor. This audit is designed to determine whether Missouri’s revenue has exceeded the limit established by the “Hancock Amendment” to the Missouri Constitution, adopted in 1980.http://www.auditor.mo.gov/press/2010-71.htm

2010 Annual Fiscal Report, Fiscal Year 2010, published in August or September of each year by the Senate Appropriations Committee. This report summarizes the appropriations for the forthcoming fiscal year. It also provides historic data on Missouri finances, the impact of legislation passed in the current calendar year, and historic data on frequently asked questions about specific issues.
